A couple of crazed killers are loose in London. Or, as a shocked bystander puts it: "One hangs 'em, the other chops their heads off!"
The mad "Executioner of London" and his hooded henchmen are taking the law into their own hands by hanging criminals who have escaped legal prosecution but, nonetheless, "all deserve the death penalty." Their victims are sentenced in an underground "Secret Court" and hung with a rope repeatedly stolen from Scotland Yard's infamous Black Museum. But Inspector Hillier, who has been assigned the case would rather be searching for the sex fiend who beheaded his sister: crackpot surgeon Doc MacFergusson, whose goal of "separating the mind from the body" will be achieved if he can attach the living head of Maria Perschy to an artificial, mechanical torso...
No one makes England as perverse and atmospheric as the Germans, and this one's among CCC's best. From Edgar Wallace offspring, Bryan Edgar Wallace. Even better, it's been transferred to video in its original widescreen theatrical ratio (approx. 2.35:1 which is far wider than previous video versions) from an original, incredibly crisp 35mm 'scope print. And remember: "The murderer must be a very sick man. Probably a lunatic."
